| Winstar Granted additional spectrum Licenses in Belgium |

York, NY, February 16, 2001)--Winstar Communications, Inc.,
just announced that it has been granted additional spectrum licenses
in four of Belgium's major business markets.
Awarded by the Belgian Minister of Telecommunications, this spectrum
grant includes Brussels, Antwerp, Ghent and Liege, covering a
population of more than 3.2 million. Winstar was awarded this
entire spectrum grant at a nominal fee of less than US$15,000.
These new licenses are designated for use with point-to-multipoint
fixed wireless technology in the 26, 10 and 3.5 GHz spectrum bands.
Winstar has the world's largest portfolio of broadband fixed wireless
spectrum holdings.
With this grant, Winstar adds Antwerp, Ghent and Liege to the
list of key Belgian markets in which the company has licensed
spectrum coverage. The grant also enhances and extends Winstar's
spectrum coverage in Brussels, where the company has deployed
its broadband network and is currently offering a variety of broadband
services to businesses.

In addition to the spectrum licenses awarded in Belgium, Winstar
was also recently granted exclusive point-to-point spectrum licenses
in the 38 GHz range in Copenhagen, covering a population of approximately
1.2 million.
